Praxis’ team have delivered capacity building and capability development programs on behalf of national governments, multi-national organisations, and industry clients in numerous jurisdictions across the Middle East, South and South East Asia, Europe, and Africa. Partnering with governments and other organisations to assist in strengthening the CT and P/CVE capabilities of local enterprises is a core component of Praxis’ commitment to enabling locally-led solutions to the challenges of CT and P/CVE through the empowerment of local authorities, NGOs, and community organisations.

Collectively, Praxis had delivered thousands of programs to a wide array of clients in a multitude of jurisdictions. The core of Praxis’ professional and executive development work is anchored in CT and P/CVE. However, as an adaptive and actively engaged organisation, we are able to provide a range of professional development capabilities across the broader national security spectrum. Who We Are

Filip Hron, Director

Filip is a negotiator, author and adjunct professor. At Praxis Advisory he focuses on the application of negotiation and influence to intelligence operations and countering violent extremism. Over the last 16 years he has advised on negotiations in 43 countries and taught over 400 programs for 13 000 participants. Many of these programs were delivered for top-ranked academic institutions in 14 countries, as well as for several areas within Australia’s Department of Defence. Filip maintains multiple accreditations in hostage negotiation. He holds an undergraduate degree in computing, an MBA from INSEAD, and has undertaken postgraduate studies in intelligence analysis, special operations and crisis negotiation. Filip is presently working on two separate books that relate to critical incidents involving hostages. He is also the Director of Negotiation Evolved.

Dr Sean Keeling, Director

Sean is a former diplomat with 25 years of national security experience. He studied Arabic in the Diplomatic Service achieving a Double First, and worked in the Middle East for 17 years. Sean spent five years developing and delivering unique analytical, training and capability enhancement programmes for national security partners in the U.S., UK, Canada, Australia and New Zealand. More recently, he has been working with the RAND Corporation on a series of innovative research projects focused on violent extremists and their online ecosystems, and malicious actors impacting global cyber security. Sean holds a BA Hons (First Class) and MSc (Econ) from the University of Wales, and a PhD from the Centre for the Study of Terrorism and Political Violence at the University of St Andrews where he is also an Honorary Fellow. He is also the Director of Sioprax Pty Ltd.

Andrew McDowell, Director

Andrew is an experienced counter terrorism practitioner, with 17 years’ service with Australian Government in the national security sector. During his government career he worked closely with law enforcement and intelligence partners in Australia and abroad, with a focus on operational activities. Since leaving government service, Andrew has worked closely with clients in the national security, law enforcement and justice sectors to improve analytic, operational and leadership capabilities. He holds a Master of Business Administration from Macquarie University, a Master of Terrorism and Security Studies with postgraduate University Medal from Charles Sturt University, and Bachelor of Science in zoology and Honours in evolutionary ecology from the University of Queensland. Andrew is also the Director of AM Executive Pty Ltd.

Dr Levi West, Director

Levi is a highly experienced and internationally recognised expert in terrorism and counter terrorism. For over a decade he led the post-graduate Terrorism & Security Studies program at Charles Sturt University. Levi has lectured and delivered professional education at universities, service academies, & to national security professionals in Australia & internationally. He has contributed to coronial investigations & provided expert witness testimony in terrorism trials. His research & writing has been published academically & in public forums. Levi has led numerous international delegations to various locations, including Colombia, the United States, & Israel. He holds a PhD; Master of International Security Studies and Master of Policing, Intelligence, and Counter Terrorism; Graduate Certificate in National Security Policy; and Bachelor of Arts (Politics & International Studies). Levi is also the Director of Leviathan Analysis Pty Ltd.
